  1. Re-subordination of an Affordable Housing Investment Fund ("AHIF") loan and loan restructuring for South Ballston Place.

    C.M. Recommendation: Approve as recommended in the staff report.

  2. Acceptance of Amendment Number 04 Right-of-Way Permit issued by the National Park Service for the construction of Virginia and District of Columbia Water Supply Vault Improvements Project.

    C.M. Recommendation: Accept Amendment Number 04 of the National Park Service 1985 Right-of-Way permit #6:800:0161 for the construction of water supply vault improvements project and delegate to the Director of the Department of Public Works the authority, on behalf of the County Board to sign the Amendment, subject to approval as to form by the County Attorney.

     

  3. Authorization of an Amendment to Contract for Preliminary Engineering, Final Design and Construction Management Services for: The Reservoir Supply Water Main, Gravity 3 Water Main and Bike Trail Project, Fairlington Area Water Main, and Kirkwood Road Water Main.

C.M. Recommendation: Authorize a contract amendment to provide preliminary engineering for the Fairlington Area Water Main, final engineering for a bike trail project within the limits of the Gravity 3 Water Main project, and a corrosion evaluation for the Kirkwood Road Water Main and authorize the Purchasing Agent to execute the contract documents subject to review by the County Attorney.

  1. Priority Project Funding Request for the Neighborhood Conservation Program.

C.M. Recommendation: Approve the use of Neighborhood Conservation funds for the priority neighborhood projects as recommended by the Neighborhood Conservation Advisory Committee, and authorize the County Manager to proceed with implementation of these projects.

  1. Aurora Highlands Neighborhood Conservation Plan Amendment.

P.C. Recommendation: Amend the Aurora Highlands Neighborhood Conservation Plan to permit curb, gutter, sidewalk and streetlight improvements in any location where it is supported by residents through submission of a qualifying petition.

  1. Request to Advertise

C.M. Recommendation: Adopt the resolution to advertise amendments to the Subdivision Ordinance, Chapter 23 of the Code of Arlington County, Virginia concerning Cul-de-sacs, Street Dedications, and Lot Frontages in Residential Cluster and Unified Residential Developments, and to schedule public hearings on the proposed amendments for the Planning Commission on March 29, 1999 and for the County Board on April 9, 1999.

  1. Request to withdraw an application to rezone a Part of the Original Lot 3, of the Gertrude E. Malcolm property, RPC #20033097, in order to remove the Historic Preservation Zoning designation.

C.M. Recommendation: Approve the request to withdraw.

H. Minutes

  1. Advertisement of Property Tax Rates for Calendar Year 1999.

C.M. Recommendation: Advertise a proposed Calendar Year 1999 personal property tax rate of $4.40 for public hearing on March 4, 1999, and for public service corporations insert the real estate tax rate chosen for advertising in the prior agenda.

  1. Adopt an Ordinance to amend certain subsections of Chapter 51 (Home Improvement) of the County Code regarding who is subject to licensing and examination.

    C.M. Recommendation: Adopt the Ordinance amending certain Subsections of Section 51-2 (Definitions), Section 51-3 (Licenses) and 51-8 (Miscellaneous provisions) of the Arlington County Code relating to which contractors are subject to licensing and examination.

  2. Adopt an ordinance to amend, reenact, and recodify Sections 14.2-64.1 (a), 14.2-65 (c), (d), (f), (i), (k), (l), and 14.2-66 and to repeal sections 14.2-61, 14.2-64 (b) and (c) and 14.2-65 (b), (e), (g), (h), (j) and (m) of Article II, (Motor Vehicles and Traffic) of the Arlington County Code, relating to establishment of bicycle paths, riding and parking regulations, penalties, definition, equipment requirements, and riding and parking regulations, respectively.

    C.M. Recommendation: Enact an ordinance to amend, reenact and recodify Sections of Article II, Chapter 14.2 as recommended in the staff report.

  3. Adopt four (4) resolutions authorizing the County Manager to apply for FY 2000 Transit Program Grants for State Transportation Funds.

    C.M. Recommendation: Adopt the resolutions as recommended in the staff report.

  4. Waycroft - Woodlawn Neighborhood Conservation Plan Update.

    P.C. Recommendation: Accept the Waycroft - Woodlawn Neighborhood Conservation Plan with the comments specified in the staff report.

Agendas are published in the Arlington Journal the Monday before a Saturday meeting. Agendas also are provided three days before the meeting on Arlington Information Channel 31.

Board meetings are cablecast live on government access Cable-TV Channel 31, with repeats shown the following week at 10:30 a.m. on Tuesday and at 7:00 p.m. on Wednesday (morning session only) and 7:00 p.m. on Thursday (afternoon session only), and the following Monday at 10:30 a.m. Carryover meetings will be repeated the following Monday at 7:00 p.m. If a live carryover meeting conflicts with any of the scheduled repeats, the tape will air immediately following the live meeting.
