  1. U-2955-99-1 Use Permit Request to permit a drive-through Automatic Teller Machine associated with an existing bank; on premises known as 2213 North Glebe Road.

    P.C. Recommendation: Defer until the March 29, 1999 Planning Commission and the April 10, 1999 County Board meeting.

  2. U-2948-98-1 (Carry-Over): Use Permit Request to permit a Comprehensive Sign Plan; on premises known as 2400 Jefferson Davis Highway.

    C.M. Recommendation: Approve the Comprehensive Sign Plan subject to the condition of the staff report and with a review in December 1999.

  3. U-2956-99-1 Use Permit Request for operation of a Homework Afterschool Club and Computer Learning Center; on premises known as 3412 22nd Street South.

    C.M. Recommendation: Approve a maximum capacity of 75 children, subject to the conditions of the staff report and with a review in one (1) year. (March 2000)

  4. U2957-99-2 Use Permit Request as required by Section 26.B.17 for operation of a tire shop; on premises known as 3237 Wilson Boulevard.

    C.M. Recommendation: Approve, subject to the conditions of the staff report, and with a review in one (1) year. (March 2000)

  1. Phased Development Site Plan Amendment and Final Site Plan Approval.
  1. SP #106 Phased Development Site Plan Amendment (PDSP) for Parcels 2 and 3, Village of Shirlington to reallocate from Parcel 3 to Parcel 2.

    P.C. Recommendation: Defer the Phased Development Site Plan Amendment to the April 10, 1999 County Board meeting.

  2. SP #106 Phased Development Site Plan (PDSP) final site plan approval for an 8-story office building, 6-level parking structure, 793 parking spaces, and roof-top signs on property identified as Parcels A-6, Village of Shirlington and Parcel B Shirlington Business Center (Parcel 2, Village at Shirlington).

    P.C. Recommendation: Defer the final site plan approval to the April 10, 1999 County Board meeting.

  2. SP #65 Site Plan Amendment Request for conversion of 41,544 square feet of Buchanan Mall retail space to office space & renovation & upgrade retail along the street; on premises known as 2301 South Jefferson Davis Highway.

    C.M. Recommendation: Defer the proposed site plan amendment to the April 10, 1999 County Board meeting.

  3. SP #193 Site Plan Amendment Request to permit live entertainment in a restaurant (Rock Bottom Brewery) & associated outdoor cafe; on premises known as 4238 Wilson Boulevard (Ballston Common Mall).

    C.M. Recommendation: Approve the site plan amendment request permitting live entertainment, subject to the conditions of the staff report and with an administrative review in one (1) year, from the date of the restaurant opening or June 2000, whichever occurs first.

  1. Site Plan Amendment Reviews

 

  1. SP #72 Review of a Site Plan Amendment to permit renovation and expansion (4 new bays) of a nonconforming public garage and tire sales and installation facility; on premises known as 650 North Glebe Road (Goodyear Tire Store).

    C.M. Recommendation: Continue the site plan amendment permitting an existing non-conforming public garage for a six (6) month period subject to all previous conditions. (September 1999).

  2. Approval of an Application - Department of Justice for Bulletproof Vest Partnership Grant Program.

    C.M. Recommendations: Authorize the County Manager to apply to the U.S. Department of Justice for $56,500 in competitive grant funds under the Bulletproof Vest Partnership Grant Program to the Sheriff's Office for FY 2000, contingent upon approval of the grant, appropriate funds in FY 2000 from Federal Miscellaneous Grants to the Sheriff's Office.

  3. Award of an Architect/Engineer Design Contract for the Renovation and Expansion of the Walter Reed Community Center 2909 South 16th Street.

    C.M. Recommendation: Approve the award of a fixed fee contract for design services for the renovation and expansion of the Walter, Reed Community Center to CUH2A, LLP, Architects as recommended in the staff report.

  4. Approve a Lease for Parking at Courthouse Metro Station.

    C.M. Recommendation: Approve as recommended in the staff report and authorize the Real Estate Coordinator to sign the supplement on behalf of the County Board, subject to approval thereof by the County Attorney.

  5. Allocation of $50,000 from the Rosslyn Fund for Professional Services.

    C.M. Recommendation: Appropriate funds from the Rosslyn Fund to the Department of Economic Development for professional services to estimate costs of proposed improvements in Rosslyn.

  6. Award of a Contract Amendment to provide construction services for the Troy Street, Fairlington, Four Mile Run Relief Improvements and Four Mile Run Junction Chamber Sanitary Sewer Improvement Projects.

    C.M. Recommendation: Approve as recommended in the staff report.

  7. Acceptance of Special Use Permit #GWMP5700122 issued by the National Park Service for the drilling of bore holes to collect geotechnical information for the design of the Potomac Interceptor Sanitary Sewer Project.

    C.M. Recommendation: Accept the Special Use Permit issued by the National Park Service and delegate to the Director of the Department of Public Works the authority, on behalf of the County Board, to sign the Special Use Permit, subject to approval as to form by the County Attorney.

  8. Request to Advertise
  1. Request to Advertise a Public Hearing for a Proposed Household Solid Waste Rate Increase.

    C.M. Recommendation: Authorize advertisement of a public hearing to be held on April 10, 1999, to amend Chapter 10, Article I of the Code of Arlington County, Virginia to increase the annual Household Solid Waste Rate to $197.64.

  2. Request to Advertise Amendments to Chapter 22 (Street Development and Construction), Section 22-7, Charges, Subsections (h), (i), (j) and (k) pertaining to fees for permitting use of the County streets and County rights-of-way.

    C.M. Recommendation: Approve Request to Advertise as recommended in the staff report.

  3. Request to Advertise Zoning Ordinance amendments to Section 36 Administration and Procedures, Subsections 36.C.4.a., b., and c. of the Zoning Ordinance to increase fees for Building permit applications reviewed by the Zoning Office for compliance with zoning regulations.

    C.M. Recommendation: Advertise proposed amendments to Section 36 of the Arlington County Zoning Ordinance for public hearing by the Planning Commission on March 29, 1999, and by the County Board on April 10, 1999, to promote the health, safety and general welfare of the public.

  4. Request to Advertise Amendments to Chapter 24 Swimming Pools and Spas, of the Arlington County Code - License Fees.

    C.M. Recommendation: Advertise for a public hearing on April 10, 1999 on amendments to Chapter 24 of the Arlington County Code, Swimming Pools and Spas, to increase swimming pool license fees and swimming pool plan review fees.

     

  5. Request to Advertise Chapter 3, Building Code, Sections 3-5 (b) and (c) Permit Fees of the Arlington County Code as recommended in the staff report and request to advertise amendments to Chapter 18 Plumbing and Gas Code, Section 18-7 General Provisions, of the Arlington County Code to eliminate outdated references to a utilities division.

    C.M. Recommendation: Authorize advertisement of the amendments to Chapter 3 (Building Code) and Chapter 18 (Plumbing and Gas Code), for public hearing on April 10, 1999.

  6. Request to Advertise an Amendment to the Comprehensive Plan Master Transportation Plan, to show a new public street connection between South Randolph Street and South Arlington Mill Drive.

    C.M. Recommendation: Authorize advertising an Amendment to the Comprehensive Plan - Master Transportation Plan, to show a new public street connection between South Randolph Street and South Arlington Mill Drive, for public hearings by the Transportation Commission on March 17, 1999, and the Planning Commission on March 29, 1999 and the County Board on April 10, 1999.

  7. Request to Advertise Amendments to Arlington County Code, Chapter 14.2, Section 14.2 - 42 and Section 14.2-44 concerning parking by persons with disabilities at metered parking spaces.

    C.M. Recommendation: Advertise an Ordinance to Amend, Reenact, and Recodify Sections 14.2-42(b) and 14.2-44(a) of Subdivision D, Division 2, Article I, Chapter 14.2 (Motor Vehicles and Traffic) of the Code of Arlington County, Virginia relating to in-vehicle parking regulators for persons with disabilities, and parking time limits within certain parking meter zones for handicapped persons, effective April 10, 1999, for a public hearing on April 10, 1999.

  1. Mid Year Review of Fiscal Year (FY) 1999 Expenditures and FY 1999 and FY 2000.

    C.M. Recommendation: Adopt as recommended in the staff report.

  1. Request for State and Federal Transportation Funds.

    C.M. Recommendation: Designate a Board member to provide County testimony before the Commonwealth Transportation Board on March 26, 1999, on Arlington County's FY 2000 Transportation Funding Priorities for State and Federal Program Funding.

  1. SP #35 Site Plan Amendment to extend approval of occupancy of retail space and convert 4,650 square feet of retail g.f.a. to storage space; on premises known as 1735 North Lynn Street (International Place).

    C.M. Recommendation: Approve both the site plan amendment request to convert 4,650 square feet of retail space to storage space and to extend approval of occupancy of retail space by Temps & Co., for one (1) year (through March 13, 2000).

Agendas are published in the Arlington Journal the Monday before a Saturday meeting. Agendas also are provided three days before the meeting on Arlington Information Channel 31.

Board meetings are cablecast live on government access Cable-TV Channel 31, with repeats shown the following week at 10:30 a.m. on Tuesday and at 7:00 p.m. on Wednesday (morning session only) and 7:00 p.m. on Thursday (afternoon session only), and the following Monday at 10:30 a.m. Carryover meetings will be repeated the following Monday at 7:00 p.m. If a live carryover meeting conflicts with any of the scheduled repeats, the tape will air immediately following the live meeting.
