C.M. Recommendation: Approve the proposed comprehensive sign plan to permit 1,159 square feet of building and tenant identification signs for the Buchanan Apartments and the street level retail space, excluding banners, subject to all previous conditions and new conditions #1 through #3.

  1. Authorization to Submit an Application for Federal Transportation Enhancements Program Funds to Construct a Bicycle and Pedestrian Trail and Adoption of a Project Endorsement Resolution.

Recommendation: Authorize the County Manager to submit, on behalf of the County, an application to the Virginia Department of Transportation for Fiscal Year 2001 Federal Transportation Enhancement funding for the Route 110 South Bicycle and Pedestrian Trail and adopt the Resolution regarding Arlington County's application for Transportation Enhancement program funds.

  1. Authorization of a Position Funded by a Virginia Department of Education Grant for Outreach and Preventive Services.

C.M. Recommendation: Authorize the addition of a 0.5 FTE temporary grant funded position in the Department of Human Services for outreach and preventive services.

  1. Approval and Acceptance of Deeds of Easement for Public Utilities Purposes on Parcel North Culpepper Garden at 4435 North Pershing Drive, and on Buckingham Commons Condominium Village I at 4349 North Pershing Drive.

C.M. Recommendation: Authorize the Purchasing Agent to execute the required documents to amend the Contract between the County Board and American Boiler, Inc. to provide additional repair work to the North Side Salt Storage Tank, subject to the legal review by the County Attorney.

C.M. Recommendation: Approve the award of a contract to Newton Asphalt Company, Incorporated of Virginia for a total amount not to exceed $2,000,000 and delegate to the Purchasing Agent the Authority to sign the contract documents subject to review by the County Attorney.

C.M. Recommendation: Affirm the denial of a Certificate of Appropriateness for partial demolition and construction of a new wrap around addition to the structure located at 2204 North Kenmore Street.

  1. Arlington County Gypsy Moth Suppression Proposal to the Virginia Department of Agriculture.

C.M. Recommendation: Approve plan for the FY 2000 Gypsy Moth Suppression Program as presented.

C.M. Recommendation: Accept the Columbia Heights West Neighborhood Conservative Plan.

  1. The amendment of Section 11-10 of Chapter 11 (License) of the Arlington County Code relating to the establishment of a ceiling on the collection of BPOL tax from any single firm it its first year of operation in Arlington County. This item will be heard at a recessed meeting on Tuesday, February 1, 1999 at 7:00 p.m. or as soon thereafter as possible.

C.M. Recommendation: Adopt the proposed ordinance at the January 29, 2000 County Board meeting.

  1. Ordinance to enact and codify Chapter 66 (Technology Zones) of Arlington County Code relating to tax benefits for certain classes of business activities which meet definition of "qualified technology business" and which establish Definite Place of Business within zone; and amend, reenact, recodify Chapter 11 (Licenses) of Code to incorporate new language relating to establishment of new Business, Professional, and Occupational License (BPOL) tax rate for high technology businesses that meet requirements of Chapter 66. This item will be heard at a recessed meeting on Tuesday, February 1, 1999 at 7:00 p.m. or as soon thereafter as possible.

Board meetings are cablecast live on government access Cable-TV Channel 31, with repeats shown the following week at 10:30 a.m. on Tuesday and at 7:00 p.m. on Wednesday (morning session only) and 7:00 p.m. on Thursday (afternoon session only), and the following Monday at 10:30 a.m. Carryover meetings will be repeated the following Monday at 7:00 p.m. If a live carryover meeting conflicts with any of the scheduled repeats, the tape will air immediately following the live meeting.
