a. Award Contract for build-out of a building at 3700 South Four Mile Run and Rescind the previous Award of Contract .

C. Site Plan Amendment Reviews

1. SP #65 Site Plan Amendment Review for a private school including martial arts in a retail area on premises known as 2301 Jefferson Davis Highway. (Buchanan Mall) .

C.M. Recommendation: Continue, subject to all previous conditions, with a review in five (5) years (December 2005).

D. Site Plan Amendments

1. SP #94 Site Plan Amendment Request of Rosslyn Center Associates Ltd, Partnership, Owner, by Martin D. Walsh, Attorney/Agent, to amend condition #1 to extend the Site Plan approval expiration date from January 27, 2001 to January 27, 2005; on premises known as 1700 block., 1800 block. North. Moore Street., 1700 North. Lynn Street. (Rosslyn Center) .

C.M. Recommendation: Extend the site plan approval expiration date to January 27, 2005, subject to amended Condition #1, and all previous conditions.

2. SP #196 Site Plan Amendment request of Ambassador, Inc. for benefit of Advanced Resource Technologies, Inc., by Saraet. Leuckel and John Patrick Brown, Jr., to renew and extend for ten years or the term of the lease, whichever is shorter, conversion of 4,599 sq. ft. of retail space for continued use by the same tenant as offices; on premises known as 3701 North. Fairfax Drive .

C.M. Recommendation: Defer to the County Board meeting of February 10, 2001.

E. Approve the Award of a Contract to Ulliman Shutte Construction, LLC. (USC), in response to Invitation For Bid (IFB) Number 384-00; Approve the Award of Amendments for Engineering Design and Construction Services under Agreement Numbers 13-92 and 13-92 IVA/VD Construction Services to Hazen and Sawyer, P.C. (H&S) for the Odor Control Improvements Project at the Water Pollution Control Plant (WPCP); and Accept and Appropriate Funds from the Virginia Water Quality Improvement Grant .

C.M. Recommendation: Approve as recommended in staff report.

F. Approval of Culpepper Garden Senior Center Lease

C.M. Recommendation: Approve the attached Lease between Culpepper Garden I, Incorporated and the County Board and authorize the Real Estate Coordinator to execute the Lease.

G. Memorandum of Understanding between Arlington County Government and the Commonwealth of Virginia, Department of Motor vehicles for shared use of parking facilities located at 4100 and 4150 South Four Mile Run Drive in Arlington, Virginia.

C.M. Recommendation: Approve as recommended in staff.

H. Request to Advertise for a Public Hearing on January 27, 2001, to amend the Arlington County Codes § 11-8 and §11-50 to Change the due date for Filing Returns and Payment of Business License Taxes .

C.M. Recommendation: Authorize the advertising of a public hearing to be held on January 27, 2001.

I. Request to Advertise for a Public Hearing on January 27, 2001 concerning the Abandonment of a portion of North Emerson Street .

C.M. Recommendation: Authorize the advertising of a public hearing to be held on January 27, 2001.

J. Approve Rezoning, Transportation Master Plan Amendment, Site Plan and Vacation Ordinance concerning project known as The Bromptons at Clarendon .

1. Z-2464-00-1- Rezoning: Request for a change in land classification from "C-3" General Commercial Districts to "R15-30T" Residential Town House Dwelling District. The "C-3" district permits commercial development of a variety of uses and by special exception high rise development of mixed use commercial and residential uses. This district is compatible with the "General Commercial" and "Medium Density Mixed Use" designations on the GLUP. The "R15-30T" district permits development as regulated in "R-5" districts and townhouses by special exception up to 30 units per acre. This district is compatible with the "Low " Residential (11-15 units per acre) and the "Low Medium" Residential (16-36 units per acre) designations on the GLUP; on premises known as 1120, 1122 North. Jackson Street. (The Bromptons at Clarendon).

C.M. Recommendation: Take No Action.

2. SP #326 Site Plan Amendment Request of The Bromptons at Clarendon, L.L.C., Contract Purchaser/Owner, by William B. Lawson, Jr., Attorney/Agent, to modify the approved site plan to add additional site area, remove one duplex of two units and add nine townhouses; on premises known as 3301, 3305, 3309, 3315, 3319, 3323 North Washington Boulevard, 1111, 1115, 1119, 1123, 1127, 1131, 1135, 1139, 1205, 1209 North Kirkwood Road., 1106, 1110, 1114, 1118, 1122, 1126, 1130, 1134, 1138, 1142 North. Johnson Street, 1120,1122,1128, 1200 North. Jackson Street (and portion of North Jackson Street requested to be vacated. (The Bromptons at Clarendon).

C.M. Recommendation: Take No Action.

3. Amendment to Arlington County Comprehensive Plan – Master Transportation Plan – Part 1, to delete North Jackson Street as through connection between North Ivy Street and 13 th Street North, and classify North Ivy Street between 13 th Street North and North Jackson Street a neighborhood principal street .

C.M. Recommendation: Defer to the County Board meeting of January 27, 2001.

4. Ordinance to vacate a portion of North Jackson Street north from 13 th St. North, with conditions (The Bromptons at Clarendon) .

C.M. Recommendation: Defer consideration of the requested vacation to the January 27, 2001 County Board meeting.

K . Adoption of 2000 Bond Reimbursement Resolution and Temporary Loan to School Bond Fund .

L. Amend, Reenact, and Recodify Section 1, "Definitions," and Section 27, "C-3" General Commercial Districts, of Arlington County Zoning Ordinance to permit operation of open-air markets in "C-3" Districts by use permit .

C.M. Recommendation: Defer to the February 10, 2001, County Board Meeting

M. Approve Virginia Governmental Electricity Purchasing Association Agreement between the County and other local government jurisdictions for the creation of, and participation in a pilot program for the aggregation and purchase of electricity by such jurisdictions.

C.M. Recommendation: Approve as recommended in staff report.

N. Minutes

O. Request to Advertise an amendment to the General Land Use Plan from "Service Commercial" (Personal and business services. Generally one to four stories. Maximum 1.5 FAR) and "Low Residential"(1-10 units per acre) to "Low Medium Residential" (16-36 units per acre) for the area along the South Side of North Pershing between North Barton Street and North Wayne Street (as shown in the attached Map) .

C.M. Recommendation: Authorize advertisement of a public hearing on the subject General Land Use Plan amendment for the Planning Commission meeting on January 29, 2001, and the County Board meeting on February 10, 2001.

P. Request to Advertise a General Land Use Plan amendment from Government and Community Facilities to "Medium" Residential (37-72 units per acre) for the Pentagon City Hospital, Engh Medical Center, and Anderson Orthopedic Institute properties, locate at 2445, 2455, 2465, South Army Navy Drive in the area generally bounded by South Army Navy Drive, 25th Street South, 26th Street South, and the Colonies of Arlington I property .

C.M. Recommendation: Authorize advertisement of a public hearing on the subject General Land Use Plan amendment for the January 29, 2001, Planning Commission meeting and the County Board meeting of February 10, 2001.

Q. Request to Advertise a General Land Use Plan amendment to change the striping pattern from 3/7 "High" Office-Apartment-Hotel (up to 3.8 FAR office density allowed; up to 4.8 FAR apartment density allowed; up to 3.8 FAR hotel density allowed) and 4/7 "High Residential" (up to 3.8 FAR hotel density; up to 4.8 FAR residential density) to 3/5 "High" Office-Apartment-Hotel and 2/5 "High Residential" for the area generally bounded by Jefferson Davis Highway, 18th Street South, Crystal Drive and 23rd Street South (Crystal Plaza and Crystal Mall) .

C.M. Recommendation: Authorize advertisement of a public hearing on the subject GLUP amendment at the Planning Commission meeting of January 29, 2001, and the County Board meeting of February 10, 2001.

R. Authorization to Advertise Proposed Amendments to the Arlington County Comprehensive Plan-Master Transportation Plan-Part I, Arlington County Pedestrian Transportation Plan, and Arlington Bicycle Transportation Plan concerning changes in the number of through lanes, deleting pedestrian overpasses, and deleting a bike trail, which changes and deletions are proposed in, adjacent to, or between the following streets: Crystal Drive, South Clark Street, South Clark Place, and 12th Street South, 15th Street South, 18th Street South, 20th Street South, and 27th Street South.

C.M. Recommendation: Authorize advertisement of the following proposed amendments to the County Comprehensive Plan for public hearings by the Planning Commission on January 29, 2001, and by the County Board on February 10, 2001.

7. Adopt 2001 Legislative Package .

C.M. Recommendation: Approve as recommended in staff report.

8. Review and Adoption of County Managers response (Part II) to Affordable Housing Task Force Report .

P.C. Recommendation: The Commission supported most of the County Manager's Land Use and Zoning recommendations with additions and modifications as detailed in the Planning Commission letter, pages 2 and 3 below.

C.M. Recommendation: Approve as recommended in staff report.

9. Adoption of Implementation Work Program for Five Year Comprehensive Plan.

C.M. Recommendation:

10. Approve the Business Arrangements as Outlined in the Letter of Intent for Shirlington Village Development and Authorize the County Manager to Sign Documents to Implement the Business Arrangement .

C.M. Recommendation: Approve as recommended in staff report.

The remaining items will be heard at a recessed County Board meeting commencing at 7:00 p.m. on Monday, December 18, 2000.

11. SP #194 Site Plan Amendment to amend hours of live entertainment and dancing in a restaurant from Wednesday, through, Saturday, 8:00 p.m. to midnight to seven (7) days a week 8:00 p.m. to 1:30 a.m; on premises known as 3100 Clarendon Boulevard (Mr. Days Sports and Rock Café) .

C.M. Recommendation: Approve, subject to new condition #4 and all previous conditions with a review in one (1) year. December 2001).

12. Approve Westover Park Master Plan located at 1001 North Kennebec Street .

C.M. Recommendation: Approve the general location and approximate size of the park elements as shown on the attached park master plan for Westover Park.

13. Approve amendments to Chapters 21 , 35 , and 46 of the Arlington County Retirement Ordinance .

C.M. Recommendation: Approve as recommended in staff report. 14. Approve an Ordinance to Repeal Section §30-7 of the Arlington County Code Regarding Prohibition of bell ringing and creation of other sounds intended to attract customers to articles for sale.

C.M. Recommendation: Approve as recommended in staff report.

15. Adopt Tentative County Board Meeting Schedule for 2001 .

C.M. Recommendation: Review calendars and tentatively approve dates.

16. Additional Items

A. Approve Recommendation of Park & Recreation Commission to name Park at Pentagon Row Development " Grace Murray Hopper Park".

B. An Ordinance to Amend, Reenact and Recodify Chapter 14.2, Section 14.2-12(a) of the Code of Arlington County, Virginia Concerning Maximum and Minimum Speed Limits by Decreasing the Speed Limit on a Portion of Little Falls Road and Updating a Street Name.
