Request to Advertise an Ordinance Approving a Virginia Governmental Electricity Purchasing Association Joint Powers Association Agreement among the County Board and other local government jurisdictions for the creation of, and participation in, a pilot program for the aggregation and purchase of electricity by such jurisdictions.

C.M. Recommendation: Authorize the advertising of a public hearing to be held on December 9, 2000, by the County Board.

D. Request to Advertise an Ordinance to amend, reenact and recodify Chapter 14.2, Section 14.2-12 (a) of the Code of Arlington County, Virginia concerning maximum and minimum speed limits by decreasing the speed limit on a portion of the Little Falls Road and updating a street name .

C.M. Recommendation: Authorize the advertising of a public hearing to be held on December 9, 2000, by the County Board.

E. Ordinance to amend, reenact, and recodify Section 27, "C-3" General Commercial Districts, Subsection 27.D. Special Exceptions, of the of Arlington County Zoning Ordinance as contained in the County Code, to permit operation of open-air markets in "C-3" Districts by use permit .

C.M. Recommendation: Defer to the December 9, 2000 County Board Meeting.

F. Ordinance to amend, reenact and recodify Chapter 14.2 (Motor vehicles and traffic), Section 14.2-20.1(a) of the Code of Arlington County, prohibiting trucks from using certain streets, with exceptions, and providing a penalty therefore .

G. Ordinance to amend, reenact and recodify Chapter 14 (Motor Vehicles and Traffic) relating to operators of motor vehicles to yield right of way to pedestrians in crosswalks, and providing a penalty therefore, to be effective January 31, 2001 .

C.M. Recommendation: Authorize the advertising of a public hearing to be heard at the first public hearing in January 2001.

H. Amendment to the County Comprehensive Plan – Master Transportation Plan – Part I, to restrict through access on North Emerson Street between 22 nd Street North and Lee Highway .

A. Z-2471-00-1 Rezoning request for a change in land classification from "C-3" General Commercial Districts, to "C-R" Commercial Redevelopment Districts. The "C-3" district permits commercial development of a variety of uses and by special exception high rise development of mixed use commercial and residential uses. This district is compatible with the "General Commercial" and "Medium Density Mixed Use" designations on the GLUP. C.M. Recommendation: Deny the rezoning and site plan requests as recommended in the staff report.

9 . U-2861-95-1 Use Permit Amendment Request of WOW, Inc.to amend hours of live entertainment for Wednesday – Thursday. from 6:00 p.m. - 12 midnight to 6:00 p.m. - 12:30 a.m., for Sunday. – Tuesday from 6:00 p.m. – 2:00 a.m.to 6:00 p.m. -1:30 am, for holiday eves and holidays treat the same as Friday and Saturday in terms of type of entertainment and hours from 6:00 p.m. to 1:00 a.m on premises known as 2854 Wilson Boulevard (Whitlows on Wilson).

C.M. Recommendation: Deny the amendment request. Continue the use permit subject to all previous conditions, with a staff administrative review in (6) six months and a County Board review in one (1) year. (November 2001).

10. U-2992-00-1 Use Permit Request to construct 3 single-family dwellings under a unified residential development plan on premises known as 1815 North Randolph Street .

C.M. Recommendation: Approve, with a modification to the minimum lot width, subject to the conditions of the staff report.

11. Proposed Walter Reed Community Center Update Report .

C.M. Recommendation: Reaffirm proceeding with the project to completion as described in this report.

C.M. Recommendation: Accept the Columbia Forest Neighborhood Conservation Plan with the staff comments specified as footnotes in the Plan. 13. Award of a contract for Architectural and Engineering Services for the Department of Parks Recreation and Community Resources Building and other Trades Center Projects .

C.M. Recommendation: Approve as recommended in staff report. 14. Ordinance to amend, reenact, and recodify Section 32, Bulk, Coverage and Placement Requirements, Subsection D. of the Arlington County Zoning Ordinance as contained in the County Code, concerning placement of one- and two-family dwellings, their accessory buildings, and air conditioning units .

Board meetings are cablecast live on government access Cable-TV Channel 31, with repeats shown the following week at 10:30 a.m. on Tuesday and at 7:00 p.m. on Wednesday (morning session only) and 7:00 p.m. on Thursday (afternoon session only), and the following Monday at 10:30 a.m. Carryover meetings will be repeated the following Monday at 7:00 p.m. If a live carryover meeting conflicts with any of the scheduled repeats, the tape will air immediately following the live meeting.
