  2. SP #83 Site Plan Amendment Review permitting conversion of retail space to office use on a temporary basis; on premises known as 1600 Wilson Boulevard.

    C.M. Recommendation: Discontinue the office use of the subject retail space.

  3. SP #11 Site Plan Amendment (Carry-Over) Request for a special exception for renovations to 23 rd Street façade of Crystal Plaza Five and Crystal Plaza Six, including modifications to Crystal City Shops and garage entrances along 23 rd Street South and an associated comprehensive sign plan, including banners; on premises known as 2000 South Jefferson Davis Highway.

Amendment to Arlington County Comprehensive Plan - Master Transportation Plan – Part 1, to delete North Jackson Street as through connection between North Ivy Street and 13 th Street North, and classify North Ivy Street between 13 th Street North and North Jackson Street as neighborhood-principal street.

C.M. Recommendation: Defer to the County Board meeting of December 9, 2000.

 

  1. Request of David N. and Mary Jane Konstantin for an Easement for a Driveway across the northern portion of Parcel A, Wayman's Addition to Norwood; on premises known as 5835 26 th Street North/North Nottingham Street.

    C.M. Recommendation: Approve the requested Deed of Easement and authorize the Real Estate Coordinator to execute the Deed of Easement on behalf of the County Board, subject to approval as to form by the County Attorney.

  2. Disability Funding from the Library of Virginia

    C.M. Recommendation: Authorize the County Manager to accept a grant from the Library of Virginia for enhancements to services for persons with disabilities.

  3. Library Technology Funding Grant from the Gates Foundation

C.M. Recommendation: Authorize the County Manager to apply for and accept a grant from Bill and Melinda Gates Foundation for a computer learning center for the public at the Central Library and for technology enhancements to two (2) branches.

  2. Request to Advertise an amendment to Chapter 8 of the Arlington County Code (Fire Prevention Code) to permit applicant finger printing and criminal record checks in the Fire Department .

    C.M. Recommendation: Authorize advertisement for a public hearing on October 21, 2000 on the proposed amendment and recodification of Chapter 8 of the Arlington County Code (Fire Prevention Code).

  1. Z-2470-00-1 Rezoning from "M-1" Light Industrial Districts to "C-O-1.5" Commercial Office Building, Hotel and Apartment Districts; on premises known as 2700 South Arlington Mill Road. (Trades Center, Shirlington)

    C.M. Recommendation: Approve the General Land Use Plan Amendment, Rezoning and Phased Development Site Plan (PDSP) Amendment subject to the conditions of the staff report.

  2. SP # 106 Phased Development Site Plan (PDSP) Amendment for Parcels 2 & 3: Street Retail, Inc., Federal Realty Investment Trust, Owner, to reallocate approved gross floor area, provide for the exclusion of basement space from the calculation of gross floor area and incorporate additional land into the PDSP (Parcel 3) to provide the following: 52,500 square feet of additional retail use, 195,000 square feet of office use; 400 residential units, 150 hotel rooms, 25,000 square foot live performance theater, a 18,000 square foot. public library, and (two) 2 parking garages consisting of up to 2,115 spaces on Parcel 3; Village of Shirlington Parcels A-6, A-7 & Parcel B Shirlington Business Center.   3. Amendment to Arlington County Comprehensive Plan - Master Transportation Plan, to show new public street connection between South Randolph and South Arlington Mill Drive. (Shirlington)

P.C. Recommendation: Approve with additional amendments.

C.M. Recommendation: Amend the Comprehensive Plan – Master Transportation Plan – Part 1, to designate a new neighborhood-minor public street connection between South Randolph Street and South Arlington Mill Drive. The connection would consist of two parts: 28 th Street South (extended) and South Stafford Street.

  1. Ordinance to Amend, Reenact, Recodify Chapter 33, (Security Alarms) re:license, registration, equipment standards, inspections, fees for police response to false alarm calls, establishment of Commission to govern ordinance effectiveness.

P.C. Recommendation: Approve as recommended in the staff report with modifications to conditions.

C.M. Recommendation: Adopt the amendment to Chapter 33 of the Arlington County Code relating to security alarms.++

  1. Site Plan Amendment, Rezoning, Ordinance to Vacate; on premises known as the block bound by Clarendon Boulevard, North Veitch Street, North Uhle Street and 15 th Street North (Court House Metro Station).

  1. Z-2471-00-1 Rezoning for a change in land classification from "C-3" General Commercial Districts to "C-O" Commercial Office Building, Hotel and Multiple Family Dwelling Districts on the block bound by Clarendon Boulevard, North Veitch Street, North Uhle Street and 15 th Street North (Court House Metro Station).

  2. SP #345 Site Plan Approval for an office building with retail and modifications to permit no parking due to Metro obstructions, outdoor restaurant seating and comprehensive sign plan; on premises known as the block bound by Clarendon Boulevard, North Veitch Street, North Uhle Street and 15 th Street North (Court House Metro Station).

P.C. Recommendation: Approve

  1. Ordinance to Vacate portion of North Veitch Street between Clarendon Boulevard & 15 th Street North, easement for public street and utilities purposes across Lots 38-44, and vacated alley, Block 8, Courtlands, and sanitary sewer easement from North Veitch Street to its eastern terminus (Courthouse House Metro Station).

  1. Ordinance to amend, reenact, and recodify Section 27, " C-3 " General Commercial Districts, of the Arlington County Zoning Ordinance to permit operation of open-air markets in " C-3 " Districts by use permit.

P.C. Recommendation: Defer to allow time for further study.

C.M. Recommendation: Adopt an ordinance to amend, reenact, and recodify Subsection 27.D of the Arlington County Code.

  1. Approval of License Agreement Granting Permission to Northern Virginia Regional Park Authority (NVRPA) (Carry-Over) to Construct and Maintain a Section of the W and OD Trail Along with Related Improvements at Bluemont Park for the Public's Use.

C.M. Recommendation: Approve the License Agreement and authorize the Real Estate Coordinator to execute the Agreement.

  1. Adopt proposed amendments to the Arlington County Purchasing Resolution.

    C.M. Recommendation: Adopt the proposed attached amendments to the Arlington County Purchasing Resolution to be effective upon the date of adoption by the County Board.

    The remaining items will be heard at a recessed meeting on Tuesday, October 10, 2000, commencing at 7:00 p.m. or as soon as possible thereafter.

  2. SP #333 Site Plan Approval (Carry-Over & Amended) for a parking and modification of use regulations for coverage, landscaping, setbacks and comprehensive sign plan; on premises known as 3102, 3108, 3112 10 th Road North, 3101, 3109, 3115 10 th Street North, 1008 North Highland Street, 1009 North Hudson Street (Clarendon Post Office).

    P.C. Recommendation: Approve with conditions and amendment.

    C.M. Recommendation: Approve the site plan, including the modification of use regulations, and provide for a comprehensive sign plan, subject to the conditions of the staff report.

  3. Approval of an Amendment to an Agreement between Siemens Energy and Automation, Inc., and the County Board for the Upgrade of the Arlington County Traffic Signal System Agreement No. 146.97 .

    C.M. Recommendation: Approve as recommended in the staff report.

  4. Request to Advertise for a public hearing on November 18, 2000 on an amendment to the County Comprehensive Plan-Master Transportation Plan-Part 1, to restrict through access on North Emerson Street between 22 nd Street and Lee Highway .

    C.M. Recommendation: Authorize the advertising of public hearings, on October 30, 2000 by the Planning Commission and on November 18, 2000 by the County Board, to consider an amendment to the Comprehensive Plan – Master Transportation Plan – Part I, to delete, as a through street, North Emerson Street, between 22 nd Street North and Lee Highway.

  5. Request to Advertise for a public hearing on October 21, 2000, Amendments to Arlington Code Subsections 11-70 and Chapter 63 to Change Local Tax Provisions Applicable to Gas and Electric Utilities .

    C.M. Recommendation: Authorize the advertisement of public hearing on October 21, 2000, on proposed amendments to Arlington County Code Subsection 11-70 and Chapter 63 to Change Local Tax Provisions Applicable to Gas and Electric Utilities.

    C.M. Recommendation: Accept the Donaldson Run Neighborhood Conservation Plan.

  1. Ordinance to amend, reenact, and recodify Section 32, Bulk, Coverage and Placement Requirements, Subsection D. Placement of the Arlington County Zoning Ordinance concerning placement of one- and two-family dwellings, their accessory buildings, and air conditioning units .

P.C. Recommendation: Defer to the November 18, 2000 County Board meeting.

C.M. Recommendation: Defer the consideration of the proposed Zoning Ordinance to amend, reenact, and recodify Section 32., Subsection D. of the Zoning Ordinance as contained in the County Code, concerning placement of one- and two-family dwellings, their accessory buildings, and air conditioning units; to the November 18, 2000 County Board meetings.

  1. Ordinance to amend, reenact, and recodify Section 1. Definitions, and Section 2. General Regulations, Subsection 2.D.4. Subdividing, Resubdividing, Parcels of Land of the Arlington County Zoning Ordinance concerning the definition of minimum lot width and other related language.

C.M. Recommendation: Adopt an ordinance to amend, reenact, and recodify Section 1. Definitions, and Subsection 2.D.4. of the Arlington County Zoning Ordinance as contained in the County Code.

    C.M. Recommendation: Authorize advertisement for a public hearing on October 21, 2000 in order to: a) implement the enhancements to the retirement system as approved by the County Board on April 7, 2000; b) amend Chapters 21, 35, and 46 to clarify, correct, or improve administrative processes.

Board meetings are cablecast live on government access Cable-TV Channel 31, with repeats shown the following week at 10:30 a.m. on Tuesday and at 7:00 p.m. on Wednesday (morning session only) and 7:00 p.m. on Thursday (afternoon session only), and the following Monday at 10:30 a.m. Carryover meetings will be repeated the following Monday at 7:00 p.m. If a live carryover meeting conflicts with any of the scheduled repeats, the tape will air immediately following the live meeting.
