SP #339 Site Plan Amendment Request for modifications to approved Market Common Clarendon Plan as follows: remove existing building occupied by Blockbuster Video and replace with retail, 3 levels of above-grade parking, and comprehensive sign plan; 2700, 2732, 2800, 2812, 2828 Wilson Boulevard, 1303 North Fillmore Street, 2801 Clarendon Boulevard; and add new site area and construct residential building and modification of use regulations for compact/hybrid parking spaces, coverage, and outdoor seating, and exclusions from density calculations for residential stairwells/elevators/shafts and party room and retail service corridors, stairs, floor openings, mechanical and non-sales/storage areas; on premises known as 2900 Wilson Boulevard.

2. U-3020-01-1 Use Permit: Baird Automotive, Inc., for a special user permit for a public garage; on premises known as 3427 North Washington Boulevard.

3. U-3022-01-1 Use Permit Request to permit a sales/leasing trailer to the soon to be developed Edgemoore Residential Project at the corner of Fairfax Drive and North Randolph Street; on premises known as 1021 North Stafford Street.

C.M. Recommendation: Advertise amendments to Chapter 14.2 of the Arlington County Code relating to fines for nonmoving violations, for a public hearing onparking and stopping on highways, prohibiting parking for certain purposes.

2. Request to Advertise a General Land Use Plan Amendment from "Service Commercial" to a combination and/or variation of "High" Office-Apartment-Hotel "Medium" Office-Apartment-Hotel and "High" Residential for property located at 1600 and 1618 Wilson Boulevard, and 1611 and 1701 Clarendon Boulevard, just west of Pierce Street.

C.M. Recommendation: Authorize advertisement for public hearings for the January 28, 2002 (tentative) Planning Commission meeting and the February 9, 2002 County Board meeting.

3. Request to Advertise a General Land Use Plan Amendmentto designate the block bounded by Wilson Boulevard, North Quincy Street, North Randolph Street and North 9th Street as a "Special Affordable Housing Protection District".

E. Allocation of Fiscal Year (FY) 2002 Affordable Housing Investment Fund/HOME (AHIF/HOME) funding to (AHC), to assist with the Purchase and Redevelopment of 3614-3638 Lee Highway, 2022 North Monroe Street and 2015 North Nelson Street. (Arlington Electric Wholesalers Site). (Cherrydale)

10. Ordinance Changes

A. Zoning Ordinance Amendment to Section 36. Administration & Procedures, re: additional housing density for providing low to moderate-income family housing.

P.C. Recommendation: Approve Zoning Ordinance Amendment, as modified by the Planning Commission, to require low and moderate income housing units to be constructed on site or on abutting sites or on sites which abut except for the existence of a public street.

C.M. Recommendation: Approve as recommended in the staff report.

11. Additional Items

A. Enactment of an Emergency Ordinance to Amend, Reenact and Recodify Section 25-16 (Equipment; appearance, construction and maintenance)of Chapter 25 (Taxicabs) of the Arlington County Code by adding thereto a new subsection (2) © relating to the maximum chronological age of taxicabs operating through June 30, 2002; and authorize to advertise a public hearing for enactment of the Ordinance on a non emergency basis.

B. Authorization for the Chairman of the County Board of Arlington County to execute two Estoppel Agreements for the Ground Leases at Courthouse Plaza.

Board meetings are cablecast live on government access Cable-TV Channel 31, with repeats shown the following week at 10:30 a.m. on Tuesday and at 7:00 p.m. on Wednesday (morning session only) and 7:00 p.m. on Thursday (afternoon session only), and the following Monday at 10:30 a.m. Carryover meetings will be repeated the following Monday at 7:00 p.m. If a live carryover meeting conflicts with any of the scheduled repeats, the tape will air immediately following the live meeting.
