GENERAL LAND USE PLAN AMENDMENT to change the striping pattern from 3/7 "High" Office-Apartment-Hotel (up to 3.8 FAR office density allowed; up to 4.8 FAR apartment density allowed; up to 3.8 FAR hotel density allowed) and 4/7 "High Residential" (up to 3.8 FAR hotel density; up to 4.8 FAR residential density) to 3/5 "High" Office-Apartment -Hotel and 2/5 "High Residential " for the area generally bounded by Jefferson Davis Highway, 18th Street South, Crystal Drive and 23rd Street South. P.C. Recommendation: Defer Transportation Plan amendments to the May 7, 2001 Planning Commission and the May 19, 2001 County Board meeting; defer General Land Use Plan amendment to the same dates (instead of March dates in staff report), unless the Board obtains assurances from the applicant that the proposals and related site plan amendments will accommodate bus service and staging needs, a light rapid transit alignment, and a second entrance to the Crystal City Metro station.

F. AMENDMENT TO ARLINGTON COUNTY COMPREHENSIVE PLAN Master Transportation Plan- Part 1, Arlington Pedestrian Transportation Plan, and Arlington Bicycle Transportation Plan concerning changes in the number of through lanes, deleting pedestrian overpasses, and deleting a bike trail, which changes and deletions are proposed in, adjacent to, or between the following streets; Crystal Drive, South Clark Street, South Clark Place, and 12th Street South, 15th Street South, 18th Street South, 20th Street South, and 27th Street South. 7. ORDINANCE to amend, reenact, and recodify Section 1, "Definitions," and Section 27, "C-3"" General Commercial Districts, of Arlington County Zoning Ordinance to permit operation of open-air markets in "C-3" Districts by use permit .

P.C. Recommendation: (1) Approve the proposed ordinance amendment with modifications and additional language requiring that permits should specify the days and times of operation, and the number and arrival times of vendors; allowing operation only on weekends; requiring a parking plan; clarifying that "residential" means "R" and "RA" districts, and including a five-year sunset clause in the Zoning Ordinance amendments; and (2) recommend that the Board direct staff to develop use permit guidelines for open-air market applications.

C.M. Recommendation: Approve as recommended in staff report.

Board meetings are cablecast live on government access Cable-TV Channel 31, with repeats shown the following week at 10:30 a.m. on Tuesday and at 7:00 p.m. on Wednesday (morning session only) and 7:00 p.m. on Thursday (afternoon session only), and the following Monday at 10:30 a.m. Carryover meetings will be repeated the following Monday at 7:00 p.m. If a live carryover meeting conflicts with any of the scheduled repeats, the tape will air immediately following the live meeting.
