1. SP #231 SITE PLAN AMENDMENT: Extend the term of the site plan amendment approval for three years on premises known as 2300 block of Clarendon Boulevard (Court House Plaza).

C.M. Recommendation: Extend the term of the Site Plan Amendment approval for the Court House Plaza Hotel for another three years.

C . Request to Advertise
1. Request to advertise amendment to the Arlington County Code to amend, reenact, and recodify Sections 26-1 and 26-5 of the Code of Arlington County, Virginia, to provide the County Manager with the explicit authority to adopt rules and regulations governing discharges into the County's Storm Sewer System and State waters.

C.M. Recommendation: Authorize advertisement of a public hearing to be held on July 28, 2001.

2. Request to advertise amendment to Section 57-11 of the Code of Arlington County, Virginia, to establish a uniform schedule of civil penalties for violation of the county's Erosion and Sediment Control Ordinance.

C.M. Recommendation: Authorize advertisement of a public hearing to be held on July 28, 2001.

D . Ordinance to vacate portion of surface easement of public street, sidewalk, and public utilities, and various easements of utilities and access on parcel X-2A-1, South Washington Industrial Subdivision, on Block bounded by South Clark Street, 20th Street South, Crystal Drive, 18th Street South (Crystal City Retail).

P.C. Recommendation: The Commission finds that the vacations are substantially in accord with the adopted Comprehensive Plan and applicable parts thereof.

C.M. Recommendation: Defer consideration of the requested vacations until July 28, 2001 County Board Meeting.

E. Ordinance to establish a policy for approving temporary banner-type signs attached to poles and hung across the public right of way to announce major public events to be held in the county or banner type signs at the location of such an event.

F. Amendment to Chapter 14.2 (Motor Vehicles and Traffic) of the Arlington County Code to update references to certain sections of the Code of Virginia pursuant to the 2001 session of the Virginia General Assembly.

N. GLUP/Rezoning/Site Plan/Vacation(Navy League).

1. General Land Use Plan Amendment from "High" residential (up to 4.8 FAR residential; 3.8 FAR hotel) to "High" office-apartment-hotel (up to 4.8 FAR residential; 3.8 FAR office; 3.8 FAR hotel) for the block bounded by Wilson Boulevard, North Adams Street, Clarendon Boulevard and North Wayne Street. (Navy League Building).

P.C. Recommendation: Defer the proposed General Land Use Plan amendment, rezoning and site plan request to the Planning Commission meeting on July 16, 2001 and the County Board meeting on July 28, 2001.

C.M. Recommendation: Defer General Land Use Plan Amendment, Rezoning and Site Plan request to the July 16, 2001 Planning Commission meeting and the July 28, 2001 County Board meeting to allow additional time for the resolution of site plan issues and land disposition matters.

2. Z-2478-01-1 Rezoning Request of The Navy League Building, LLC, by Charles L. Robinson, Board Manager, for a change in land classification from "C-2" service commercial-community business districts and "R-5" one-family , restricted two-family dwelling districts to "C-O" commercial office building, hotel and multiple-family dwelling districts. The "R-5" district permits development of one-family dwelling units at 8.7 units per acre (minimum lot size of 5,000 sq. ft.) and restricted two-family dwelling units at 10 units per acre. This district is compatible with the "Low" residential (1 - 10 units per acre) designation on the GLUP. The "C-2" district permits development of a variety of retail, service and office uses intended to serve a broad-based community. This district is compatible with the "Service Commercial" designation on the GLUP. The "C-O" district permits office, retail, and hotel development up to 3.8 FAR, multiple-family dwellings up to 4.8 FAR. This district is compatible with the "High Office-Apartment-Hotel" designation on the GLUP;on premises known as 2300, 2330, 2334 Wilson Boulevard. (RPC #18005008, -009, -010, -045, -046).

4. Consideration of an Agreement of Sale, Option Agreement, and Deed of Ground Lease between the County Board and the Navy League LLC for County Property located in Block 3, Courtlands.

C.M. Recommendation: Defer consideration of the Agreement of Sale to the July 28, 2001 County Board meeting, so that the Agreement may be heard in conjunction with the associated site plan and outstanding land disposition matters can be resolved.

5. Ordinance to Vacate public alley, portion of public alley, and storm drain easement on Block 3, Courtlands , on block bounded by Clarendon Boulevard, North Adams Street, Wilson Boulevard, North Wayne Street. (Navy League Building).

P.C. Recommendation: The proposed vacation will be in accord with the applicable parts of the Comprehensive Plan assuming the County Board approves the General Land Use Plan amendment, Rezoning and Site Plan approval requests.

C.M. Recommendation: Defer consideration of the requested vacation to the July 28, 2001 County Board meeting so that the vacation can be heard in conjunction with the associated site plan

A. Site Plan #106 SITE PLAN: Request of Street Retail, Inc., by Timothy Sampson, Attorney/Agent, for approx. 400 residential units, approx. 44,245 sq. ft. commercial/retail g.f.a. , associated shared parking, site improvements, comprehensive sign plan and modification of use regulations for coverage; premises known as 2701 S. Taylor St., 2800 S. Randolph St. (RPC #29-003-026, -014-008, -009) (The Village at Shirlington).

P.C. Recommendation: Approve the Final Site Plan and PDSP condition amendment as recommended in the Draft County Manager's report dated May 24, 2001.

B. Approval of a lease of County property located at 4254 28th Street South to Street Retail, Inc. for the purpose of constructing a parking garage in conjunction with the Village of Shirlington Project.

8 . Ordinance to redefine polling places, redefining precinct boundaries , changing some boundaries, and creating two new precincts and three new polling places.

Board meetings are cablecast live on government access Cable-TV Channel 31, with repeats shown the following week at 10:30 a.m. on Tuesday and at 7:00 p.m. on Wednesday (morning session only) and 7:00 p.m. on Thursday (afternoon session only), and the following Monday at 10:30 a.m. Carryover meetings will be repeated the following Monday at 7:00 p.m. If a live carryover meeting conflicts with any of the scheduled repeats, the tape will air immediately following the live meeting.
