  1. P.C. Recommendation: The Commission finds that the requested vacation of a portion of South Langley Street is in accordance with the Comprehensive Plan, and recommends approval of that as proposed in the draft staff report dated October 3, 2001.

     

    C.M. Recommendation: Defer consideration of the requested vacation to the November 17, 2001 County Board meeting.

     

  2. Enactment of an Encroachment Ordinance permitting structural supports to exist within portions of North Uhle Street, 15th Street North, and North Veitch Street, and Clarendon Boulevard rights of way adjacent to the Courthouse Metro site of block 8, Courtlands.

     

    C.M. Recommendation: Approve the requested encroachment and enact the attached Ordinance.

     

  3. Enactment of an Ordinance to vacate and easement for electric and telephone utilities on portions of Rosslyn Farm – Block “B” and Rosslyn Farm – Block “D” recorded in Deed Book 1602 at page 261 (SP #341 – Twin Oaks)

2. Request to advertise a General Land use Plan amendment from “Low” Residential (1-10 units per acre) to “Service Commercial” (Personal and business services. Generally one to four stories. Maximum 1.5 FAR) for properties on the south side of Lee Highway between North Monroe Street and North Nelson Street.

 

C.M. Recommendation: Authorize advertisement of public hearings on the subject General Land Use Plan amendment for the October 29, 2001 Planning Commission meeting and the November 17, 2001 County Board meeting.

 

3. Request to advertise a General Land Use Plan Amendment from “Public” (Parks: local, regional and federal. Public Schools. Parkways, major unpaved rights-of-way, libraries and cultural facilities.) to “Medium” Office-Apartment-Hotel (2.5 F.A.R. P.C. Recommendation: Adopt resolutions attached to the County Manager's "Draft" staff report dated September 26, 2001 to approve a General Land Use Plan Amendment.

C.M. Recommendation: Adopt the attached resolution to approve a General Land Use Plan amendment to designate the subject property “Low” Residential (1-10 units per acre).

 

B. Z-2480-01-1 Rezoning request from "RA14-26" Apartment Dwelling Districts, to "R-6" One-Family Dwelling Districts; on premises known as Outlot "A" Resubdivision of Virginia Gardens and adjacent to 1609 South Taylor Street (RPC #27007087).

C.M. Recommendation: Adopt the attached resolution to approve a rezoning from “RA-14-26” Apartment Dwelling Districts to “R-6” One-Family Dwelling Districts.

 

C. U-3008-01-1 Use Permit Request for nine single-family dwellings under unified residential development plan; on premises known as 1609 South Taylor Street, 4228 South 16th Street, Out Lot “A” Resubdivision of Virginia Gardens and adjacent to 1609 South Taylor Street.

 

P.C. Recommendation: Approve the use permit subject to the conditions of the staff report and to revised Condition #11 to include chain link fence protection measures and to have signs in English and Spanish that note the trees to be saved.

 

C.M. Recommendation: Approve the residential use permit for nine (9) single-family dwellings under a unified residential development plan, subject to the conditions of the staff report.

 

D. Enactment of an Ordinance to vacate a five foot sanitary sewer easement through Virginia Gardens and adjacent property recorded in Deed Book 915 at page 541 (Use Permit U-3008-01-1, Designer Homes addition to Virginia Gardens)

10. Administration & Procedures of the Zoning Ordinance, to permit by site plan, residential density increase for providing low or moderate-income housing..

 

P.C. Recommendation: Approve the Zoning Ordinance Amendments as proposed in the "Draft" County Manager's report dated September 28, 2001 with new language to substitute for Section 36.H.5.b.(4).

11. U-2129-77-1 Use Permit and Site Plan Amendment (Carry-Over) to expand existing carport 3 ft in width & 1 ft, 2 ins in length (1 ft. and 1 in. into approved 21-ft setback), & enclose for use as garage with living space above; on premises known as 1301 South 19th Road.

 

C.M. Recommendation: Approve the use permit and site plan amendment request to expand and enclose the existing carport subject to the condition in the staff report.

Amendment to County Comprehensive Plan (Carry-Over) - Master Transportation Plan- Part 1, Pedestrian Transportation Plan, Bicycle Transportation Plan re changes in number of through lanes, deleting pedestrian overpasses, deleting bike trail, as proposed in, adjacent to, or between following streets; Crystal Drive, South Clark Street, South Clark Place, and 12th Street South, 15th Street South, 18th Street South, 20th Street South, and 27th Street South. 13. SP #190 Minor Site Plan Amendment (Carry-Over) CACI International, Inc., Tenant, a request to amend the comprehensive sign plan for Ballston Plaza by allowing illumination of an existing rooftop sign facing I-66 and located on premises known as 1100 North Glebe Road. (Ballston Plaza III)

 

C.M. Recommendation: Deny the request to illuminate the rooftop sign (CACI) on the west face of the Ballston Plaza III building.

 

14. SP #193 Site Plan Amendment for modifications to vacant department store space (previously J.C. Penney) for retail/restaurant on 1st floor & retail/administrative areas on 2 upper floors; amendment to comprehensive sign plan; 4238 Wilson Boulevard.

 

C.M. Recommendation: Approve the proposed retail space conversion and the amendment to the comprehensive sign plan subject to all previously approved conditions and new conditions #1 through 4 of the staff report.

15. a. Approval of an emergency agreement to begin construction and construction management for repairs to the lime reaction tanks (LRTs) at the Water Pollution Control Plant (Plant) under the County’s Emergency Procurement Procedures.

 

C.M. Recommendation: Approve as recommended in the staff report.

b. Approval of an emergency agreement to begin design, construction and construction management of an activated secondary effluent line at the Water Pollution Control Plant under the County’s Emergency Procurement Procedures.

16. Request to Advertise, On the County Board's Own Motion, a Use Permit Amendment by SunPark Inc., to amend conditions of the approved use permit to permit parking for displaced Pentagon employees, on a temporary basis; on premises known as 2805 Crystal Drive.

 

C.M. Recommendation: Authorize advertising for a public hearing at the November 17, 2001 County Board meeting.
