35. ORDINANCE TO AMEND, REENACT, RECODIFY Chapter 21 (Retirement Systems) and Chapter 46 (Arlington County Employees Supplemental Retirement System II) of Arlington County Code.

Recommendation: Adopt amendments to Chapters 21 and 46 of the Arlington County Code in order to initiate changes that were approved as part of the Employer of Choice enhancements and also requested by the school board to allow school board employees who are members of the system to participate in the DROP.

49. Columbia Pike Initiatives

A. General Land Use Plan Amendments
1. Changes to the “Columbia Pike Special Revitalization District” to include adjacent transition areas.

2. Designation of the Village Center, Neighborhood Center, and Gateway nodes as part of the “Columbia Pike Special Revitalization District”.

3. Revision of Note 8 describing the changes to the “Columbia Pike Special Revitalization District” boundaries.

4. Amendment to the Legend changing the description of the ‘Service Commercial” land use category.

5. Inclusion of a “General Location of Open Space” symbol on the north side of Columbia Pike between South Edgewood Street and South Barton Street; and on the north side of Columbia Pike between South Highland Street and South Glebe Road.

6. Changes to the Land Use designation from “Low” Residential (1-10 units per acre) to “Service Commercial” (Persons and business services. Generally one to four stories. Maximum 1.5 FAR.), for several areas along Columbia Pike.

7. Changes to the land use designation from “Low-Medium” Residential (16-36 units per acre) to “Service Commercial” (Personal and Business Services. Generally one to four stories. Maximum FAR 1.5.) for several areas along Columbia Pike.

8. Amendment to the Special Planning Areas to reference modification to the boundaries of the Special Revitalization District and adoption of the Form Based Code (FBC).

B. Zoning Ordinance Amendments
1. Amend Section 20 of the Zoning Ordinance to Change the title from “C-S-C” Convenience Service Commercial Districts, to “C-FBC” Form Based Code Districts; and Codify Permitted Uses, Use Limitations, and other regulations governing land use within the “C-FBC” District; and Adopt the Columbia Pike Form Base Code, including the Regulating Plan, Architectural Standards and Administrative Procedures, which will serve as the standard option for by-right development with the “Columbia Pike Special Revitalization District.”

2. Amend 3,12,13,14,15,19,23,25,26 and 27 of the Zoning Ordinance to reference development using the Form Based Code (FBC) as a by-right option in these districts under the provisions of Section 20 for properties located with the Columbia Pike Special Revitalization District.

C. Master Transportation Plan - Part I to add new sections of 11th Street South, 9th Road, South, South Barton Street, South Cleveland Street, and South Irving in the Town Center area of the Columbia Pike corridor.

D. Economic Development Initiatives:

1. Request to advertise a Public Hearing on the amendment, reenactment and recodification of Chapter 20 (Real Estate Assessment), Article II, Sections 20 – 20 through 20 – 31 of the Code of Arlington County, Virginia, allowing partial real estate tax exemption for certain substantially rehabilitated, renovated or replaced commercial and mixed use structures. Said changes, if enacted, would allow for expanded use of the partial tax exemption for certain rehabilitated or new replacement structures in portions of the Columbia Pike Corridor.

2. Request to advertise a Public Hearing on the amendment, reenactment and recodification of Chapter 66 of the Arlington County Code to provide specific tax benefits for Qualified Technology Businesses within a portion of the Columbia Pike Corridor.

3. Establishment of a Tax Increment Public Infrastructure Trust for economic development and investment within the Columbia Pike Corridor.

E. Request to Advertise public hearings for a change in land classification from "R-5" One Family, Restricted Two-Family Dwelling Districts to "C-FBC" Form Based Code Districts or to “C-O-1.0” Commercial Office Building, Hotel and Apartment Districts for a 36,237 square foot property located at 1100 South Edgewood Street (Lots 1-4 Capstone's Addition, Outlot A Capstone's Addition, and Lots 29 & 30 Heads Addition).
