49. Columbia Pike Initiatives

A. General Land Use Plan Amendments
1. Changes to the boundaries of the existing "Columbia Pike Special Revitalization District”; and the establishment of additional areas as “Columbia Pike Special Revitalization District”

2. Revision of Note 8 describing the changes to the “Columbia Pike Special Revitalization District”.

3. Amendments to the Special Planning Areas section to reference modification to the boundaries of the Special Revitalization District.

4. Amendment to the Legend changing the description of the "Service Commercial" land use category.

5. Inclusion of a "General Location of Open Space" symbol on the north side of Columbia Pike between S. Edgewood Street and S. Barton Street.

6. Changes to the Land Use designation from “Low” Residential (1-10 units per acre) and "Low-Medium" Residential (16-36 units per acre) to “Service Commercial” (Persons and business services. Generally one to four stories. Maximum 1.5 FAR), for Areas 1, 4, 5, 6, 7, 8, 9 and 10, as listed on Table 1 and shown on Map 1.

P.C. Recommendation: Defer to the January 27, 2003 Planning Commission meeting and the February 8, 2003 County Board meeting.

C.M. Recommendation: Amend the General Land Use Plan as recommended in the staff report.

7. Request to Advertise the following General Land Use Plan Amendments to change the land use designation from “Low Medium-Residential” to “Public” or inclusion of a “General Location of Open Space” symbol for Area 2 and from “Low” Residential (11-15) to “Low” Residential (1-10) for Area 3, as identified in the staff report.

C.M. Recommendation: Authorize the advertisement of the proposed General Land Use Plan amendments for the January 27, 2003 Planning Commission meeting, and the February 8, 2003 County Board meeting.

B. Zoning Ordinance Amendments
1. Amend Section 20 of the Zoning Ordinance to Change the title from “C-S-C” Convenience Service Commercial Districts, to “C-FBC” Form Based Code Districts; and Codify Permitted Uses, Use Limitations, and other regulations governing land use within the “C-FBC” District; and Adopt the Columbia Pike Form Base Code, including the Regulating Plan, Architectural Standards and Administrative Procedures, which will serve as the standard option for by-right development with the “Columbia Pike Special Revitalization District.”

2. Amend 3,12,13,14,15,19,23,25,26 and 27 of the Zoning Ordinance to reference development using the Form Based Code (FBC) as a by-right option in these districts under the provisions of Section 20 for properties located with the Columbia Pike Special Revitalization District.

P.C. Recommendation: Defer to the January 27, 2003 Planning Commission meeting and the February 8, 2003 County Board meeting.

C.M. Recommendation: Defer the Zoning Ordinance Amendments, including the staff draft of the Form-Based Code, for public hearings at the January 27, 2003 Planning Commission meeting and the February 8, 2003 County Board meeting.

C. Amendment to the Master Transportation Plan- Part I to add new sections of 11th Street South, 9th Road, South, South Barton Street, South Cleveland Street, and South Irving in the Town Center area of the Columbia Pike corridor.

P.C. Recommendation: Defer to the January 27, 2003 Planning Commission meeting and the February 8, 2003 County Board meeting.

C.M. Recommendation: Amend the Arlington County Comprehensive Plan--Master Transportation Plan-Part 1—as recommended in the staff report.

D. Economic Development Incentive Tools for Revitalization :

1. Columbia Pike Technology Zone.

C.M. Recommendation: Authorize the advertisement of an amendment to Chapter 66 (Technology Zones) of the Arlington County Code, for a public hearing at the February 8, 2003 County Board meeting.

2. Columbia Pike Rehabilitation Tax Exemption

C.M. Recommendation: Authorize the advertisement of an amendment to Chapter 20 (Real Estate Assessment) of the Arlington County Code, for a public hearing at the February 8, 2003 County Board meeting.

3. Tax Increment Public Infrastructure Fund (TIPIF) Policy.

C.M. Recommendation: Establish the “Tax Increment Public Infrastructure Fund (TIPIF)” Policy, as recommended in the staff report.

E. Request to Advertise a rezoning from “R-5” Single Family, Restricted Two-Family Dwelling Districts to “C-FBC” Form Based Code Districts (Option 1) or “C-O-1.0” Commercial Office Building, Hotel, and Apartment Dwelling Districts (Option 2) for a 36,237 square foot property located at 1100 South Edgewood Street (Lots 1-4 Capstone’s Addition, Outlot A Capstone Addition, and Lots 29 & 30 Heads Addition).

C.M. Recommendation: Authorize the advertisement of the proposed rezoning for the January 27, 2003 Planning Commission meeting and the February 8, 2003 County Board meeting.
