The Commission further recommends that Arlington County Public Schools (ACPS) use permit reports contain letters from civic association in affected areas and other relevant commissions. In addition, ACPS is requested to undertake a historic documentation of school facilities prior to the commencement of renovations or construction. Also, dialogue between school and county staff is encouraged to foster necessary cooperation with respect to any necessary access and easements to facilitate school construction and renovation. C.M. C.M. Recommendation: Approve site plan amendment as shown on drawings dated June 22, 2002 and amended as recommended in the staff report.

67. Site Plan and Vacation on premises known as 2900 and 2930 Wilson Boulevard.

A. SP #362 Site Plan (Carry-Over): Request for modification of use regulations for coverage, parking, compact car ratio, outdoor seating, and a comprehensive sign plan; on premises known as 2900, 2930 Wilson Boulevard.

P.C. Recommendation: Approve the site plan subject to the conditions of the staff report and revise Condition #46 to require a minimum of 3 retail tenants. The Planning Commission further recommends that the County Board, in considering amendments to Phase II (SP #339), make clear, one way or another, that at least 60 spaces in the Phase II garage be allocated to support the retail uses in SP #362.

C.M. Recommendation: Approve as recommended in the staff report.

B. An Ordinance to Vacation a Portion of Clarendon Boulevard located at Block D. Lyon’s Addition to Clarendon (2900 Wilson Boulevard, Market Common Phase 2), with conditions.

68. GLUP Amendment, Amendment to Master Transportation Plan, Rezoning, Site Plan, Use Permit and Vacation on premises known as 3624 Lee Highway, 2022-2030 North Oakland Street, 2019-2027 North Pollard Street, and 3813 North 20th Street.

A. GP-282-02-1 General Land Use Plan Amendment from “Service Commercial” (Personal & business services. Generally 1 to 4 stories. Max. 1.5 FAR) to “Low-Medium” Residential (16-36 units per acre); south side of Lee Highway generally located north of 20th Street North between North Oakland and North Pollard Streets.)

P.C. Recommendation: Defer to the Planning Commission meeting of September 4, 2002 and the County Board meeting of September 14, 2002.

C.M. Recommendation: Take no action on the General Land Use Plan Amendment from "Service Commercial" to "Low-Medium" Residential. (16-36 units per acre)

B. Amendment to Master Transportation Plan: Part 1, element of Comprehensive Plan, to extend North Pollard Street as through connection between Lee Highway & 20th Street North.

70. Approval of an Agreement between Arlington County and Crescent for Remediation and Ownership Transfer of the AIA Site in the North Tract.
