12. Enactment of an Ordinance to amend, reenact and recodify Chapter 14.2 (Motor Vehicles and Traffic, Article Ii, Section 14.2-65.1(a), of the Code of Arlington County, Virginia, concerning the designation of bicycle lanes along portions of thirteen streets.

13. Appropriate Source Control Fund monies for a streambank bioengineering project in Four Mile Run.

C.M. Recommendation: Appropriate funds from the Source Control Fund to DES for a streambank bioengineering project along Four Mile Run in Benjamin Banneker Park.

14. Approval of Payment to Verizon for Utility Relocations Performed along Washington Boulevard from North Nicholas Street to North Quintana Street.

15. Request to Advertise an Ordinance Repealing Chapter 38 (Water Supply Emergency) of the Code of Arlington County Virginia and Enacting a New Chapter 38.1 concerning Water Supply Emergencies, and Repealing Chapter 26-4 (1) concerning Conservation of Water Use.

18. Site Plan and Master Transportation Plan Amendment for Crystal Drive.

A. Amendment to the Arlington County Comprehensive Plan-Master Transportation-Part 1 to change the number of through lanes on Crystal Drive between 27th Street South and 23rd Street South.

P.C. Recommendation: Approve staff recommendation in County Manager's Draft report dated February 27, 2002 with further study of Crystal Drive that might either add turn lanes to mitigate traffic flow or allow for traffic in both directions.

C.M. Recommendation: Do not amend the Comprehensive Plan-Master Transportation Plan-Part I (the "Plan") to change the number of through travel lanes between 27th and 23rd Streets South. Retain the existing street cross section on Crystal Drive: two through lanes between 27th and 26th Streets South as indicated by alternative 1. Retain in the Plan three through lanes on Crystal Drive between 26th and 23rd Street South. Staff recommends that no changes be made to the Plan.

B. SP #346 Site Plan (Carry-over) : Office and retail use with modifications of use regulations for parking, & related infrastructure plan; on premises known as 2805 Crystal Drive (Potomac Yard/S. Tract)

Supplement Report

P.C. Recommendation: Approve, subject to the conditions of the Draft County Manger's report dated March 7, 2002 and to revised conditions #44, 47, and 58.

C.M. Recommendation: Approve the Final Site Plan for Land Bay A of the Potomac Yard PDSP and defer action on the Preliminary Infrastructure Plant to the Planning Commission meeting on April 8, 2002 and the County Board meeting on April 20, 2002.

19. Site Plan Amendment #13 and Vacation Request on premises known as 15th Street South between South Fern Street and South Eads Street.
Carryover from County Board meeting March 9, 2002 .

A. SP #13 Site Plan Amendment Request to permit a residential building with modifications of use regulations for street setbacks, compact parking ratio & lot coverage; on premises known as 1600 South Eads Street. (Crystal Towers)

P.C. Recommendation: Recommend approval of the "Draft" County Manager's report with changes to Conditions 16 and 29. Condition language should also be added to require the applicant to work with the county and comply with the current storm water management standards. The County arborist should look at trees on the site and identify those that can be saved or transplanted. The parking management plan should address the parking needs for existing tenants during construction.

C.M. Recommendation: Defer to the County Board meeting of April 20, 2002.

B. Request Vacation of a Portion of an Easement for Public Streets and Utilities, 15th Street South between South Fern Street and South Eads Street. (The Loft at Crystal Towers)

P.C. Recommendation: The proposed vacation is substantially in accord with the adopted Comprehensive Plan or applicable part thereof.

C.M. Recommendation: Defer to the County Board meeting of April 20, 2002.
