39. Proposed Amendments to Extend to Fiscal Year (FY) 2005 the Five-Year Consolidated Plan for FY 1999 to 2003.

C.M. Recommendation: Approve the extension of the Five-Year Consolidated Plan for FY 1999-2003.

40. Authorization for the County Manager to Execute an Agreement (the "Agreement") with Virginia Department of Transportation ("VDOT") to Secure Funding for the installation of 25 traffic incident management cameras.

43. Request to Advertise an Ordinance to amend, reenact and recodify Chapter 14.2 (Motor Vehicles and Traffic), Article II, Section 14.2-65.1 (a), of the Code of Arlington County, Virginia, concerning the designation of bicycle lanes along a portion of Yorktown Boulevard.

P.C. Recommendation: Approve the staff report of April 29th. However, a recommendation on the MOU could not be made because a draft was not provided to the commission. Further, the Commission strongly urges the County to establish a Working Group composed of Greenbrier's neighbors, school and community users in order to continue the dialogue between the community, school, County and park users, to work on addressing current issues a the park with lighting, noise, use, etc., to work issues with the expansion and renovation of Yorktown High School as well as the design phase for Greenbrier Park.

48. SP#25 Site Plan Amendment: Request for Site Plan Amendment to permit modifications of use regulations to change allocation of floor area between hotel & residential units, reduction of retail, parking, mechanical area; on premises known as 1925 North Lynn Street, 1111 North 19th Street, 1117 North 19th Street.

Supplemental Report

P.C. Recommendation: Approve, subject to agreement on the community benefits, and the following modified conditions; modified Condition #55 to clarify all times attendant assisted parking will be available; change Condition #62.B. incorporating hours of public access to the terrace and to provide street level signs directing the public to the terrace; and include new Condition #73 concerning the easement.

Rezoning and Site Plan on Premises known as 1501 Lee Highway

49. A. Z-2489-02-1 Rezoning: Air force Asc., from "C-2” Service Commercial-Community Business Districts to "C-O-1.5" Commercial Office Building, Hotel and Apartment Districts; on premises known as 1501 Lee Highway.

P.C. Recommendation: Approve the April 26th draft staff report on the rezoning and site plan subject to the following changes: Modify condition #5 to include the importance of developing a plan for "continuous, protective and safe temporary" bicycle, pedestrian, and vehicular circulation be provided and the preference is for a portion of Lee Highway to be used and the developer would agree to provide jersey barrier. Modify Condition #11 the applicant agrees to consult on final landscape plan with Palisades Park HOA to address screening and buffering. Modify condition #63 recommend that the applicant provide an easement or a restrictive covenant on the portion of the property remaining as open space in order formerly carryout the commitment and intent of the condition. The Planning Commission stated that such an easement should be granted to the Northern Virginia Conservation Trust or other similar organization.

C.M. Recommendation: Approve as recommended in the staff report.

B. SP #361 Site Plan: Air Force Acs., for existing building & addition at max. 1.5 FAR with modification of use regulations to exclude storage from gross floor area (GFA) calculation; on premises known as 1501 Lee Highway.

50. U-2670-90-5 Use Permit Amendment (Carry-Over) & Review: Request to amend condition Exxon Corporation, change color of canopy fascia; on premises known as 6720, 6730 Lee Highway.

Ordinance, Plans & Agreements

51. Zoning Ordinance Amendment to Section 33 Automobile Parking, Standing & Loading Spaces; Sec. 26 “C-TH” Commercial Town House; Sec. 27 “C-3” General Commercial Districts; Sec. 27A. “C-R” Commercial Redevelopment Districts, of Arlington County Zoning Ordinance to change definition and permitted ratio of compact parking.

P.C. Recommendation: Approve Zoning Ordinance Amendment with maximum of 15% total compact parking space ratio and no compact spaces for guest and visitor spaces.

C.M. Recommendation: Approve as recommended in the staff report.

52. Amendment to Comprehensive Plan - Master Transportation Plan Part-1 to delete a) 6-lane designation for Lee Highway in Cherrydale; b) 4-lane designation for Old Dominion Drive; c) extension of South Eads across Four Mile Run; d) extension of Southgate Road; e) designate section of Wilson Boulevard between North Jackson & Quincy Street for 4 through lanes, instead of 6.

P.C. Recommendation: Recommend approval of the proposed amendments to the Master Transportation Plan.

53. GP-281-02-1 General Land Use Plan Amendment: Amendments for Rosslyn: Option 1 Change boundaries of Rosslyn Coordinated Redevelopment District. Option 2 Amend Note 15.

P.C. Recommendation: Do not adopt the proposed General Land Use Plan amendment. The Planning Commission further recommends that the County Board make clear, by resolution or otherwise, that as an interim policy, pending the full review of the Rosslyn sector plan, the County Board supports tapering of heights and densities in the "CO Rosslyn" area between Oak and Pierce Streets in order to maintain the bull's-eye concept in the Rosslyn station area and to provide appropriate transitions to the lower-density areas to the west and south.

C.M. Recommendation: Approve as recommended in the staff report.
