Columbia Pike Initiatives

46. Request to Advertise the following General Land Use Plan Amendments :

A. Changes to the "Columbia Pike Special Revitalization District” to include adjacent transition areas.

B. Designation of the Village Center, Neighborhood Center, and Gateway nodes as part of the “Columbia Pike Special Revitalization District.”

C. Revision of Note 8 describing the changes to the “Columbia Pike Special Revitalization District” boundaries.

D. Amendment to the Legend changing the description of the "Service Commercial" land use category.

E. Inclusion of a "General Location of Open Space" symbol on the north side of Columbia Pike between S. Edgewood Street and S. Barton Street; and on the north side of Columbia Pike between S. Highland Street and S. Glebe Road.

F. Changes to the Land Use designation from "Low" Residential (1-10 units per acre) to "Service Commercial" (Personal and business services. Generally one to four stories. Maximum 1.5 FAR.), for several areas along Columbia Pike.

G. Changes to the land use designation from "Low-medium" Residential (16-36 units per acre) to "Service Commercial" (Personal and Business Services. Generally one to four stories. Maximum FAR 1.5.), for several areas along Columbia Pike.

H. Amendment to the Special Planning Areas section to reference modification to the boundaries of the Special Revitalization District and adoption of the Form Based Code.

C.M. Recommendation: Authorize the advertisement of public hearings on proposed amendments to the General Land Use Plan, by the Planning Commission on November 25, 2002, and by the County Board on December 7, 2002.

47. Request to Advertise Zoning Ordinance Amendments to :

A. Amend Section 20 of the Zoning Ordinance to Change the title from “C-S-C” Convenience Service Commercial Districts to “C-FBC” form Based Code Districts; and Codify Permitted Uses, Use Limitations, and other regulations governing land use within the “C-FBC” District; and Adopt the Columbia Pike Form Based Code, including the Regulating Plan, Architectural Standards and Administrative Procedures, which will serve as the standard option for by-right development within the “Columbia Pike Special Revitalization District”.

B. Amend Sections 3, 12, 13, 14, 15, 19, 23, 25, 26, and 27 of the Zoning Ordinance to reference development using the Form Based Code as a by-right option in these districts under the provisions of Section 20 for properties located within the Columbia Pike Special Revitalization District.
